WASHINGTON — Newly elected Massachusetts Sen. Scott Brown wants to take tens of billions of dollars in unused economic stimulus money and turn it into across-the-board payroll tax cuts for workers for six months.

The Republican freshman said in a statement released Wednesday that his first piece of legislation would be an amendment aimed at returning tax dollars to American families in hopes of reviving the nation’s ailing economy and spurring job creation.

Brown said unused, unobligated stimulus funds are estimated at about $80 billion. He said workers and the self-employed would see their monthly payroll taxes lowered by an estimated average of nearly $100.

Brown upset Democrats in a special election to claim the U.S. Senate seat long held by the late Edward Kennedy.
