Washington— The U.S. House approved a $1 trillion spending bill on a 296-121 vote to fund the federal government. As part of a compromise struck late Thursday, the measure prohibits administration “czars” to oversee health care reform, climate change, the auto industry and urban affairs. (source)

The surrender is complete now. The Hindu reports that the Obama administration has turned to Sheikh Yusuf al-Qaradawi, the Muslim Brotherhood’s leading jurist, to mediate secret negotiations between the United States and the Taliban.

…This is not the first time the Obama White House has issued signing statements. Aides drafted similar responses when the president signed a military spending bill in January objecting to provisions that limited the executive branch’s ability to close Gitmo.
Still, it’s worth noting that the use of the tool stands in stark contrast to the position Obama took during the presidential campaign, when he criticized George W. Bush’s use of signing statements and went so far as to suggest the practice violated basic constitutional law.
AUDIENCE MEMBER: When Congress offers you a bill, do you promise not to use presidential signings to get your way?
OBAMA: “Yes… This is part of the whole theory of George Bush that he can make laws as he is going along. I disagree with that. I taught the Constitution for 10 years. I believe in the Constitution and I will obey the Constitution of the United States. We are not going to use signing statements as a way of doing an end run around Congress. All right?”
Hypocrite. Again.

One week ago today, President Obama signed into law H.R. 2055, the “Consolidated Appropriations Act, 2012.” He also issued a “presidential signing statement,” a controversial mechanism by which a president tells Congress he is not bound by parts of the newly signed law with which he disagrees. The line item veto is not dead, after all. In fairness, Obama did not invent this practice, as The Hill pointed out last week:
Signing statements are highly controversial, and their legality is disputed. Obama’s predecessor, George W. Bush, broke the record for most signing statements by a president.
The signing statement itself can be seen here, and the section of greatest concern to gun rights advocates is this (emphasis added):
Additional provisions in this bill, including section 8013 of Division A and section 218 of Division F, purport to restrict the use of funds to advance certain legislative positions. I have advised the Congress that I will not construe these provisions as preventing me from fulfilling my constitutional responsibility to recommend to the Congress’s consideration such measures as I shall judge necessary and expedient.
Sec. 218. None of the funds made available in this title may be used, in whole or in part, to advocate or promote gun control….

…Polling indicates that Obama gets strong support for his foreign policy. The Obama messaging team has done an excellent job at masking a complete and utter failure by hiding behind the “I got bin Laden” sound bite.
We have to make sure the truth gets out in 2012.
