Today, in 1998, Vice-President Al Gore signed the Kyoto Protocol (yeah, we don’t know where the constitutional authority is for that either). Especially, since, by a vote of 95-0, the Senate had already rejected the Kyoto Protocols. Still, Al Gore has been able to parlay his work on the issue into a financial windfall.
